Their primary focus is the roads and highways sector, offering contractor services including (but not limited to); highways term maintenance, street lighting, surfacing, traffic management and public realm infrastructure projects. They help clients to focus on their customers’ needs, using highways solutions based on safety, residential and business requirements, and asset management and improvement.

Overview

Our client has an exciting opportunity for a Senior Quantity Surveyor to join their team in support of a number of long-term local authority and county council framework agreements. The position will report to the Group Commercial Manager, and will be expected take the lead accountability for all commercial and contractual matters to ensure the successful and profitable delivery of a wide range of projects within these framework contracts.

The Role

  • Overseeing all commercial activities and financial governance, working closely with the contract and operations teams
  • Risk identification and management
  • Cash flow management and budget compliance
  • Continually review existing commercial processes to identify and implement best practice
  • To draw up contracts and sub-contracts or ensure contracts have been drawn up prior to commencement of works, and to review contracts drawn up by third parties
  • Identifying and managing risk and opportunities associated with all contracts
  • Provide commercial and contractual advice to contract teams
  • Attend project mobilisation and close out meetings
  • Oversee WIP levels and cash flow to ensure efficient processes and cash collection
  •  Oversee the timely submission of final accounts to clients
  • Maintain a register of contractual claims and disputes for and against the company
  • Undertake commercial audits for each main contract to ensure good practice and compliance with procedures
  • Prepare monthly financial reports identifying trends and areas for improvement
  • Managing contracts (Using NEC3 option C and Bespoke forms) including final account measurement and agreement of interim assessments, Early Warning Notifications, Compensation Events and Extensions of Time etc.
  •  Preparing and submission of early warnings, agreeing quotations for compensation events and resolving any disputes
  • Financial reconciliation and general contractual administration
  • Attending and contributing to risk management, value engineering, cost and value, and progress reporting meetings
  • Preparation of weekly and monthly cost and value reports, including KPI information, estimates of defined costs to complete and pain or gain position
  • Preparing and agreeing of final accounts and sub-contract documents, including sub- contractor set up

The Person

  • A Quantity Surveying Degree is desirable, alternatively HNC / HND level individuals coupled with relevant industry experience is equally ideal
  • A sound working knowledge of highways forms of contract and methods of measurement, and contract law in general
  • A knowledge and understanding of the required commercial and contractual support to the tendering and project procurement processes 
  • The ability to apply the knowledge and principles of commercial management to varying values of highways, roads and civil engineering projects
  • A commercial working knowledge of basic plant, equipment and materials
